Kellie Bracken is the Assignor for CAVOA. She has been involved with volleyball on many levels for the last 45 years. Kellie plays on the Senior Olympics level as well as coaches high school and club volleyball. She is currently an official at the high school level as well as line judge at the college level. Kellie has been married for 34 years and has two children and 2 grandchildren.

Marsha Goodwin North
Marsha Goodwin North

Marsha Goodwin North is the former TSSAA State Supervisor of volleyball officials and the assigner for the Chattanooga Area Volleyball Officials Association.  She continues as a Rules Interpreter, consultant and volleyball official in the Chattanooga area. She has played, refereed, assigned and served as Board Chair and Supervisor for more than 50 years. She is the former Board Chair for the Southeastern Collegiate Officials Board for PAVO/NCAA, a former referee for USAV and former volleyball coach and club director for USAV with the Ocoee Heat and C4 volleyball clubs.  She is married to Bill North and they have 4 children:  Chad, Courtney, Cheryl, and Ed. Mike Hawkins
Mike Hawkins

Mike Hawkins is the CAVOA President. He first got involved with volleyball when he was 18 years old playing in a local outdoor Co-ed league in Chattanooga. From there, he became more involved by playing in the Men’s A/Open Junior Olympic Volleyball League traveling around the Southeast playing in various national tournaments. Mike met his wife, Rhonda, in 1988 while she was playing volleyball for the UTC Lady Mocs. After his playing days were over, his knowledge and love for the game led him into coaching with the very first volleyball club in Chattanooga, Dig to Win. He later joined the coaching ranks at Choo-Choo Volleyball. In 1999, he started officiating with TSSAA and has twenty years of experience refereeing at the middle school, high school, and collegiate levels. He has officiated in four TSSAA State Volleyball Championship Tournaments. Mike also coached alongside his wife for a local high school in Chattanooga where he led them to two consecutive District Championships. He continues to enjoy officiating at all levels of play, including USA Volleyball Tournaments throughout the South. Mike and Rhonda have one son, Michael, who attends UTC, and they reside in Ooltewah, TN.

Don Ziemer
Don Ziemer

Don Ziemer serves as the CAVOA treasurer.  He has been a TSSAA Official since 2005 (volleyball, basketball, & baseball).  Previously, he served as a member-at-large and vice-president of CAVOA.  While he does not have a background in volleyball, he was able to learn the game through practice and study.  Don had the privilege of working the 2018 TSSAA State Volleyball Tournament.

Pat Petersen is the current CAVOA Secretary. He has  been a Volleyball Official with TSSAA since 2018. He attended the TSSAA State High School Volleyball championships for two years as a  scorekeeper.  He is member of the Professional Association of Volleyball Officials with the NCAA and works as a collegiate scorer and line judge. He also officiates USA Volleyball during the club season. He has 2 daughters and graduated from the Air Force Academy, having served in the United States Air Force for 20 years.  Pat is enjoying learning the sport of volleyball in Tennessee.





William (Chip) Headrick

Chip Headrick, former Secretary of the CAVOA Board, begins his fourth Season as the Ref Training Chair . He is beginning his 10th year as a TSSAA/USAV official, 4th year PAVO Certified Collegiate Line Judge and scorer, plus 4th year as PAVO State level Collegiate official.

I am a 1984 graduate from the University of The South(Sewanee) with a B.A. in Economics where I played college Basketball and Tennis. The passion for volleyball spawned from having two wonderful daughters, Samantha (26 yrs) and Julia(21yrs) , that play(ed) and coached High School Volleyball.  I always look forward to each Season of Volleyball and what I can do to help others and myself become the best official possible.

Janice Byrd

Janice Byrd is a 20-year veteran with TSSAA volleyball. She has successfully served in several positions on the CAVOA board, including president. Janice currently holds the position of Vice-President. She has been serving as a college volleyball official since 2009. She is a USA Volleyball Official, holds a Jr. National rating and has worked the state finals in every capacity. She has been married to Alonzo Byrd since 2001 and has 4 children: Tia Woods, Alonzo Byrd Jr., Kentoni Byrd, and Tyler Byrd. From this clan she inherited 5 grandchildren, Faith and Christian Woods, Amyiah and Jeremiah Byrd, and KJ Byrd.

Janice loves the sport of volleyball and is very excited to see it take off in the south like it has in the last couple of years. She is happy to participate and give back to this sport that has given her so much. Janice is always looking to recruit new and younger officials and help nurture them in this game of volleyball. Her daughter, Tia, played volleyball in high school and now her granddaughter, Faith, has taken to the sport. Janice is so excited to see what the future will bring!

Kim Wilkerson

Kim Wilkerson is the current Ethics chair of CAVOA. She started her officiating career in 1998 with TSSAA. Her love and growth for officiating volleyball has carried her to the collegiate level since 2008. She is a Jr. National referee for USA Volleyball. She has been married to Jeffrey for 17 years, 2 daughters (Naketa & Joscely) and two grandchildren (Chadarryl & Ardarryl). She resides in Chattanooga, TN.

Bill Powell, CAVOA Member at Large, has lived in Chattanooga since he was 4 years old. He attended OLPH, St Jude,Notre Dame and Tennessee Tech. Bill began officiating football at high school level, added  Basketball at the high school & collegiate level.  After a short time umpiring baseball, he began officiating high school and club level lacrosse. Bill has officiated more than 50 years with the TSSAA and 15 years with Georgia high school Football. He still officiates baseball and lacrosse at the middle school level. Bill has officiated high school volleyball for approximately 15 years and also officiates collegiate volleyball and USAV volleyball.

Dan Swagerty is starting his 5th year with CAVOA. He previously Officiated Volleyball in California for 7 years. He has also coached Varsity High School Volleyball for 18 years. He had over 400 wins and has numerous Coach of the Year Awards. One of his teams made it to the California State Semi-Finals. Swagerty was also accorded the California State Volleyball Coach of the Year by the California Coaches Association. He is a retired educator (42 years), has coached basketball also for 34 years along with several other sports, and has served as an Athletic Director for 33 years. He looks forward to serving the Volleyball Community in the Chattanooga area. He is currently the Assigner for SECO (Southeastern Collegiate Officials).
